The Kouchi-matsuri is a traditional festival, promoted and carried out by the five districts (Koza, Furuta, Takaikeshimobu, Utsugi and Tsukinose) alongside the Kozagawa-cho valley.

The Koza district situated at the mouth of the river has a community formed based on fishing, whereas the other districts situated between the mountains have communities formed based on forestry and agriculture. It is an almost unprecedented celebration "designated as a Japan Heritage", in which these districts with such different characteristics work together at the Kouchi Shrine (Deity Kouchisama) once a year to hold a festival in their own ways.
